Below 4%, doesn't equal 3.6%, or even 3.7%. The line is basically on 4%, it squiqqles around it but doesn't go beneath it by more than the thickness of the line itself.

It was below 4%. That's all I care about. I don't care if it was 3.7%, 3.8% or 3.9%........that's your anal compulsion, not mine. And the bottom line........Bush has come no where close to that level even though he started at a much lower unemployment rate than Clinton.
