When Jordan ran the West Bank, there were NO banks and NO universities there.

And as I recall reading somewhere, Israel hooked up East Jerusalem to the Israel sewage and electrical system, both of which were practically non-existent under Jordan's rule.

Of course, Israel doesn't spend nearly as much on improving the infrastructure in E. Jerusalem, or the West Bank, as they initially did.

And why should they, if they are potentially facing the prospect of having to hand that territory back to the Palestinians? No one's going to reimburse the Israelis for such improvements, so that part of the country will probably remain in "limbo", and economically depressed.
