True. And totally irrelevant to the discussion at hand. Saying the Sun rose this morning is also true, but totally irrelevant to the claim that taxes account for 45% or the price of gasoline at the pump. 45% is more than a gallon of gas was a few years ago, and absent any tax increases on such, the difference in price between then and now is going to be precisely the reason you gave.
