It has an enormous barrier of entry in the cost of the refineries, which is the reason we haven't had any new ones built n decades. I agree there is a significant cost to building new refineries. However, there is another problem........the refiners like plant utilization exactly where it is.....in the high 80s/low 90s. If the gov't proposed building a turnkey refinery, the refiners would freak.
