A valuable blocking IPR opportunity squandered by leaving GSM "power control" open loop.

CDMA uses closed-loop control.

What possible use did you have for open-loop?

Improving adjacent-cell reuse? Battery life? Keeping those plastic snap-ons from warping?

masda-- I don't think you listen very well. GSM always had some form of power control in its spec. It just didn't work very well. Then they swiped the QCOM IP and used it to update the power control for GSM.

Now, after using Q's IP to improve GSM throughput by maybe 4% Q is looking for its share of the max 40% total royalty on GSM. This should be something less than , say 12% (40% of 30%).
