f tax cuts don't generate benefits within two years after implementation, then I think its pretty safe to say they are not very effective.

Why?

Because their stated intent or the way they are sold to the public is that they will help the economy come out of recession.


Then that means that if they don't produce benefits within 2 years or so, than they are not very effective in the way that Bush said they would be.

But 1 - They have produced short term benefits, just not as great as the benefits would be if lower tax rates are sustained

and 2 - I could care less about Bush's arguments. If tax cuts didn't do what he said they would, they still have the longer term benefits. I'm defending tax cuts not Bush.
