Perhaps they were waiting for confirmation of the performance characteristics of their multi-strained 65nm SOI process before finalizing the tape-out.

I don't think they could have done the tape out without the process being finalized (they need to be certain of the characteristics of the transistors from the process before they can finalize the layout).

Beats me. The last minute delays were strange. Ok, the first one because an OEM wants to align it with a product release. Which didn't seem to be the case. Of course, it could have been the rumored problems with the socket. But there were several, each being a week or so.

And yeah, they could have first silicon. Or be close. They've done that before.
