The other question is, why did they cut the section on an angle?

So that it would swing away in a predictable direction. They don't just cut the columns like trees and jump out of the way. The columns are attached to a crane and the final cut is made while the worker is on the high side of the cut so he doesn't get hit by 50 tons of swinging steel.

Usually slag from a torch forms on the opposite side of the cutting side

Refer back to the second picture of the columns being cut.
