He's no longer around to say, and even if he was I couldn't read his mind. I believe he felt he would do a better job of keeping spending down than he did, the extra spending was causing deficits and he might possibly have figured that a partial pullback of his earlier rate cuts would cut the deficit. Also I think he believed he could get some spending restraint in exchange for tax increases but that didn't work out so well. There where political and practical reasons, possibly including reasons I haven't even guessed.
