Its likely that the politics withing countries would lead to international institutions, but it would be better if countries and institutions could just get out of the way and let people trade. Not much chance of that lasting with all the busy body politicians around, but it would be better.

But you didn't say that institutions would likely be created, you said they where a requirement, which is rediculous.
