Better question is why israel has nukes. The arab sea has been threatening them even after the UN called for partition. Who attacked who and when? Sarman its hopeless to debate you. There are a lot more Arabs than Israelis. The Arabs have lost partially because of technological deficiencies, but mostly because of defects in their military culture. Those advantages might not be easy to reverse but they are potentially reversible, while Israel's disadvantages in size and population are not going to be reversed.

Israel is the most powerful nation-state in the region but it is probably also the nation state in the region most threatened with destruction. (Well there are a few other candidates, Iraq could break up, Lebanon and Kuwait are weak). They have peace with Egypt and Jordan but that could always change. If those facts changed and also the Arabs improved their militaries its possible at some point that Israel could lose. Its not going to happen soon. It may not happen at all (well I suppose no country lasts forever but Israel may exist for an indefinite period), but its certainly a risk.

Israel's continuing superiority in military culture, combined with America's support, and peace with Egypt means Israels existence is safe for the moment, but its still a small heavily outnumbered country in a sea of enemies and potential enemies. Not just Arabs, but also Iran, who arms Hezbollah and is working on nukes, and has directly threatened to destroy Israel.
