Big oil refineries have been intentionally shutting down since 2000 when Enron and their oil/NG/electricity pals proved how many extra billions they could make by creating fake bottle-necks, shut-downs and shortages, all proven on tape.

Bushies keep lying that we doin't have enough refineries, but that's just a phony excuse. The real reason is big oil has eliminated competition in the refining business and intentionally created shortages to jack up prices.
