The custom in the Us is for each continent to appoint (elect) a Secretary General in rotation. They are allowed to serve two terms. Anon followed Bhutros Ghali (or however you spell it) for Africa after one term. Thus Africa by sending up one totally corrupt man and following him with another who was able to obfuscate his corruption gamed the system and got an extra term.

The corrupt one should be out in 2009 or so. People have commented that hillary might appoint her ex-husband. Thus we could have three successive Secretary Generals who are totally corrupt. This increases the irrelevancy.
