That is definitely true. Used to work at Vandenberg on the SLC's there. One in particular has been built, maintained, torn down, rebuilt, maintained so many time I can't count now. Cost well over 100billion and never fired a firecracker...much less a missile. At one time it was to be the site for the Western Space Shuttle. They had no way to get the shuttle itself to the remote site but that didn't stop them. They brought in the guy that put together the Florida site. He said it's too windy. They fired him and built a rotating wind screen for like 500 million that didn't work then tore that down too. It's really quite sick when you think about it.
