No.

GPRS was one of many GSM enhancements in GSM Phase 2+ which continues to evolve, and was not part of Phase 2.

The decision to evolve GSM beyond Phase 2 was made in late 1992 at a Helsinki ETSI workshop, and QUALCOMM's Ed Tiedeman was a special guest at that meeting. Requirements for Phase 2+ evolved in parallel with the actual development of Phase 2. The 1st GSM Phase 2+ specification was Release 1996 (and it did not include GPRS) while Phase 2 elements were polished.

Not really. Since they were present at earlier ETSI GSM meetings it was only natural they would continue that participation in GERAN once the transfer was made.
