Perhaps we could make each Shia vote only count 3/5, as we used to do for the slaves, or at least the slaveHOLDERS, in this country? That seems a tad antidemocratic. perhaps we could divide the place into provinces or ridings like in Canada, so that each group got proportional representation, so that no one group could rule the other. So in their government everyones interests were served and only by co operation could they run the government. I think Switzerland does something like that as well.
