That's megalomaniac authoritarians for you. They do dumb, self=destructive things [or at least destructive of those around them, but usually also themselves in the long run].

TD-SCDMA might work in China, eventually, but they could do much better with the ready-to-rumble CDMA2000 roadmap to the future.
