Yes.

If the lease isn't up, there almost certainly isn't any provision for Al to shut it down. Have you ever dealt with a mineral rights lease? I have, for an oil lease. I suspect it is the same for others. Once the lease is signed and the leasee meets their obligations to develop, the only way they can lose the lease is to fail to meet their obligations. Al just can't tell them to get off, he doesn't have the legal right.

This one is fine by me. A former VP needs Secret Service protection, so flying Gore on a commercial airliner is a logistical nightmare.
