Corruption is in the human nature, moron.. Especially when the government controls most of the means of production, and natural resource revenues.

When ANY government has the ability to decide how money should, and shouldn't, be spent, you'll have corruption.

Which is why I have emphasized that up to 50% of Iraqi oil revenues should be given DIRECTLY to the Iraqi people. It could be in the way of direct cash payments, or a privately monitored and managed investment fund that assists in providing pensions, and to finance higher education.

This windfall must be decentralized into the hands of the people.

But you don't see this government building palaces while the people starve.

If you're so worried about corruption, then you should be a conservative, or even a libertarian. Because the private market does a BETTER (but not perfect) job at stifling corruption than giving a bunch of government bureaucrats the power to divvy up Billions of dollars in oil windfalls.

For that matter, you should be in favor of limiting the growth of government EVERYWHERE to the greatest extent possible.
