In early 2001, Cheney commissioned a think tank which published this report around April 2001:

It's long, but the interesting stuff is near the bottom in the proposed action plan. It describes how Saddam used his "oil weapon" and made it impossible for Western Oil companies to price fix the market. You may recall at the time Western Oil companies were still reeling from prices that had gone under $12 a barrel due to a glut of oil on the market.

It's worth taking a look at the signators at the bottom of the report, which include Ken Lay of Enron, the North American President of BP, the CEO of Chevron, Henry Kissenger's law firm, top players in investment banking, etc.. Their recommendation was to use "political and other means" to gain control of Iraq's oil.

The bushistas are constantly pushing for more authority, broader powers and tighter control.

Bush wanted complete federal control over Louisiana and witheld response as a bargaining chip with Louisiana's governor. To remove the state's authority from the situation would have opened a door for any future moves in that direction.

There have been estimates that Iraq's oil could flow at a rate of up to 6 million barrels per day if the country was secure.
The total chaos there ensures that oil will stay in the ground as other oil producing countries are seeing their reserves go into a condition where extraction rates are going into decline.
There is no swing producer anywhere right now. A swing producer can have control over the oil markets.

The chaos these guys are spreading has the goal of increasing their power and 9/11 greatly enhanced their power.
