John, I think even during the Clinton years there were policies that benefitted the "middle and lower economic classes".

The last raise in the minimum wage came under Clinton.

Also deficit reduction was an important factor under Clinton.
Deficit reduction benefitted home ownership by keeping interest rates and inflation at low levels.

Under Reagan and Bush 2 there was little or no interest paid to fiscal responsibility.
