I know Hamas AND Hezbollah set up healthcare, orphanages, schools, food and clothing.

ALL those things build up an indebtedness and a reliance.

But they DON'T give job training and business development help, unless the jobs and businesses are directly dependent in one way or another on their own organizations.

I DON'T blame them for operating that way. I'd do the same if I was looking for "dependent" partners rather than "independent" entrepreneurs.
