It is typical, actually. When government is a failure, then you get gangs. When the gangs grow up, they tend to fill in the role of the governments. Look at Sicily, for example. La Costa Nostra was a stand in for a government that did nothing for most of the citizenry. There are lots of other examples.


Good point. I think even the gangs in the US have a little of that paternalistic [?] oversight. But it seems to me that Hamas and Hezbollah may have gone further with the concept.
