Would be very nice if your book was the playbook.

It's unfortunately not, so the rules to which both NOK and Q have agreed concerning the ETSI-regulated standards will apply. I cited the Guide so tht folks could refer to the ETSI's views; they clearly favor Q, but there is a bit of wiggle room in NOK's favor. Not much, IMO, but a little.
