The most viable would have been to request an international force to base in southern Lebanon with the express purpose to control the rocket fire. Otherwise, they will have to go in with stronger intent. Announcing that they were going to finish Hezbollah once and for all was foolhardy in the extreme. Because if they couldn't do it, and they couldn't, it meant that Hezbollah won. Which they did.
