Mr. Chertoff is PRECISELY correct: ""We've got to have a legal system that lets us . . . prevent things from happening rather than . . . reacting after the fact." And Mr. Henninger was also just as correct: But we don't. And the Democrats have given us NOT A SINGLE piece of anything that would make ANY of us even a bit secure when we think they might be in charge. Not even the least literate, or least caring about much of anything except the next good time of those among us....
