If you are going to shift the debate wouldn't the obvious defence be that almost all the planning and preparation for 9/11 were made under the watchful eye of the last Democratic Presidency? So that during the 8 years of Bill Clinton's reign things worked themselves up to the worst Terrorist attack in history? Since planning started in about 1996, Clinton had been president for some time, why weren't things improving if the Democrats had such a handle on things?
