It makes complete sense. Bush can only get elected twice. 2008 is irrelevant. Bush was concerned about 2004. Pols are concerned about the short term.

What does make sense is the realization by the Bushistas that their reverse Robin Hood agenda was in deep shit in early September 2001, that public opinion was ramping against their tax proposals and that they needed a "Pearl Harbor" event if any of their nonsensical agenda was ever going to fly.....
