Yes, I think one or two people asked for that but the response was no. SI admins want people to be able to ignore you without you knowing it.

You could try PMing everyone on the lunatic left subjects and find several of those ignoring you. Don't forget that even banished members ignores stay after they are gone. Of course the feature was unavailable for a while, and then it came back about 2004. That would imply that ignores cannot be older that that.
