"Until we get away from the idea that we can solve these problems through the use of military force and begin to change the political problems causing discontent by providing security and services, we're not going to win this war," he said.

But Bush has a lot more fun blowing up stuff [and people]. Maybe it goes back to his childhood enjoyment of the 4th July celebrations.

It's compounded by the conservative notion that the only reason you don't win a war is because you don't use enough munitions.
