CDG is not a Market Representation Partner (MRP) of 3GPP and it does not have Observor status in 3GOPP either.

CDG applied for membership as an MRP in 2000, but was unwilling to comply with 3GPP requirements and their application for membership was declined after about a year of active dialogue between the Partnership Project and CDG.

In addition to the 5 Organizational Partners (OPs) of 3GPP - the SSOs/SDOs of Europe, Japan, Korea, China, and the USA -- there are currently 8 Market Representation Partners ...

As an ETSI member and a 3GPP member by virtue of that membership, QUALCOMM has been an ongoing Contributing Participant in 3GPP TSG GERAN (GSM EDGE Radio Network) since its formal inception in August 2000. From that initial meeting forward subjects under discussion included technology for which QUALCOMM now claims GSM EDGE IPR (the AMR codec which has many contributors holding declared essential IP, e.g.).
