I was watching CNN and the news dude was reporting that the Israelis dropped leaflets in 3 Shia neighborhoods in Southern Beirut to get out. Next morning the Israelis bombed a nearby Shia neighborhood where they didn't drop leaflets and didn't bomb any of the Shia neighborhoods where they had dropped leaflets.

Sadly I can just see three or four paper pushers in Tel Aviv arguing about which neighbourhood was supposed to be bombed on which day and which day was their leaflet day, and who was responsible to make sure they got their leaflets before they got bombed, and whose fault it was that they got their bombs on their leaflet day and the other places got leaflets and no bombs. It is just so much like bureaucrats everywhere.
