I sure don't much like the idea of geographically segregating people based on such things, either. Seems to me that would just provide strength in numbers for more divisional conflict. There'd be fighting with thousands on each side instead of small localized fighting.

This schism between Sunni and Shia has been going on for over a 1000 years. The Sunnis are the majority in most Muslim countries except Iraq, Lebanon, Iran and one other. In Iraq, the Shia formed mostly the lower classes. As with any class system, its more prestigious to be Sunni. Saddam was Sunni. That might explain the driver's license and its religious designations.
