Whether the contention that Saddam was currently actively building WMD before the invasion was a lie or a mistake hasn't been determined and probably can never be determined. The contention that Saddam planned to build WMD again as soon as the inspection and sanctions regime could be lifted is apparently not even a mistake let alone a lie. If lying to the American people was an impeachable offense we would have to kick out most or all of Congress as well.
