My guesses are based on: 1. The culture of lying that is this administration 2. The lack of an explanation as to why easily obtainable FISA warrants and/or a change in FISA itself weren't pursued. What do you mean legal and beneficial to go around FISA? Why in the world would anyone go around a law that is in no way hampering you from your stated purpose? That's nonsense. You are straining and struggling to provide an explanation when there's a very simple and obvious explanation that Bush could not do what he wanted WITHIN THE LAW SO HE BROKE IT. You belittle yourself and all Americans when you place another human being above the law. That would be any human being and any law. From such small beginnings come police states.
