The reformist movement exists but will need to be expressed within the mullacracy and not without. In that sense they are like china where whatever reforms exist come thru the party. We need to accept the fact that there will be no revolution in iran and that change will come slowly. Any attempt by the US to speed things up will drive reformers into the arms of the mullahs. Just like happens with chinese nationalism. Reformers are nationalists first in both places.
