Other than the possibility that the claims in the article are either wrong, or not sustained, another explanation would be that conservatives have grown a lot more powerful, but that non-conservatives are less likely to vote Republican than in the past. Perhaps "Reagan Democrats", are voting for Democrats more often, or maybe "Rockefeller Republicans", either left the party, or at least are willing to vote for Democrats some times.
