There are four entities in that area whose interests need to be taken into account--israel, lebanon, hizbolla and syria. If you went issue by issue, the vote wouldnt always be 3-1 against israel either. There are sunni concerns mixed in all of this and matter of state sovereignty that you point out. So on some points you could see 3-1 sov states against hizbolla, even 3-1 with syria the interloper being the odd man out post-harrari. But to reap the benefits of divide and resolve, you need to talk and you need an initiator of such discussions. Maybe the US can send a special envoy who can talk to all parties.
