I think a combination of increased nuclear/coal electrical generation and coal-to-liquid projects to meet the residual transportation demand (plus whatever strides cellulosic ethanol can make). Increased reliance on rail and barge for goods transport and a move away from trucking. Improved mass transit everywhere (including major infrastructural investment....we could be paying for this with the massive clownbux being wasted in Iraq). Plus $hitloads of conservation and move to smaller, lightweight vehicles (especially electric) for personal transportation. Vespaization, if you will. All will be needed.
