This is not how a country is supposed to be run. Says who? Says anyone who knows anything about the history and reasons for the existence of nation-states as controlling political entities. How well armed were/are the Kurdish militias under Saddam? Saddam didn't run Iraq like a country is supposed to be run either. Lebanon was a different story, at least until the Palestineans under Arafat came in in the mid-70s and completely disrupted the delicate balance of power that had been maintained for decades between the various ethnic groups of Lebanon.
