PAKISTAN: RELIGIOUS PARTIES UP IN ARMS OVER WOMEN'S RIGHTS BILL

Islamabad, 22 August (AKI/DAWN) - The government of Pakistan seeking to pass a Protection of Women Rights Bill met fierce resistance from its opponents when it was tabled in parliament and later referred to an all-party select committee for scrutiny. The Muttahida Majlis-i-Amal (MMA) alliance of six Islamic parties rejected the bill as "un-Islamic", vowing on Monday to resist it inside and outside parliament and many of its members tore up copies of the draft bill after it was introduced in the house by Pakistan's law and justice minister Mohammad Wasi Zafar.

The MMA staged a token walk-out in protest after the house majority voted for the proposal.

Monday's noisy proceedings were also marked by angry exchanges between members on the two sides of the political divide and opposition calls for the prime minister to resign when he came to the house.

The bill seeks amendments in the "Hudood Ordinance" of 1979 which has been criticised for discriminating against women, as well as the Pakistan Penal Code, the Criminal Procedure Code and the Dissolution of Marriages Act of 1939 to provide what it calls “relief and protection to women against misuse and abuse of law and to prevent their exploitation”.

It says its objective is also to “bring in particular the law relating to zina (rape and adultery) and qazf (false allegation of zina) in conformity with the stated objectives of the constitution and the injunctions of Islam”.

The two "Hudood Ordinances" about zina and qazf are among the four decrees enforced in 1979 by then military ruler General Mohammad Zia-ul-Haq as part of his controversial Islamisation programme — the other two being about theft and drinking.

Democrat Congressional Nominee Expresses Support for Iraqi "Insurgency"

Jeeni Criscenzo, Democratic Party nominee for the U.S. House of Representatives 49th California District seat currently held by Republican nominee Darrell Issa, wrote in a blog entry earlier this month from Amman, Jordan of her support for the so-called insurgency in Iraq.

Criscenzo went to Amman with leaders of the anti-American group Code Pink and Sixties activist Tom Hayden to conspire with a group of anti-American Iraqi parliamentarians.

On August 6, writing in her campaign Web site blog which is linked on the Daily Kos blog, Criscenzo said, "It is important to distinguish between the militia, or death squads and the resistance, particularly when considering the amnesty aspects of the Reconciliation Plan crafted in Cairo last month. Over 95% of the Iraqi people oppose the presence of the U.S. troops in their country and consider the people the U.S. call "insurgents" to be patriotic freedom fighters -- no different that (sic) how we look at the people who fought in our Revolutionary War. Heroic titles go to the victors and if justice is to ever come to the people of Iraq, the people we call insurgents will have to be recognized as the ones who are actually defending their homeland."

Look at Iraq, Palestine, Lebanon, and other places. I say to them: The peoples of the region have awakened. It so happens that our peoples are also calling for a New Middle East. Lina Joy converted from Islam to Christianity eight years ago and since then has endured extraordinary hurdles in her desire to marry the man in her life.

Her name is a household word in this majority Muslim country. But she is now in hiding after death threats from Islamic extremists, who accuse her of being an apostate.

Five years ago she started proceedings in the civil courts to seek the right to marry her Christian fiancé and have children. Because she had renounced her Muslim faith, Joy, 42, argued, Malaysia's Islamic Shariah courts, which control matters like marriage, property and divorce, did not have jurisdiction over her.

In a series of decisions, the civil courts ruled against her. Then, last month, her lawyer, Benjamin Dawson, appeared before Malaysia's highest court, the Court of Appeals, to argue that Joy's conversion be considered a right protected under the constitution, not a religious matter for the Shariah courts.

Threats against Joy had become so insistent, and the passions over her conversion so inflamed, he had concluded there was no room for her and her fiancé in Malaysia.

For Malaysia, which considers itself a moderate and modern Muslim country with a tolerance for its multiple religions and ethnic groups of Malays, Indians and Chinese, the case has kicked up a firestorm that goes to the very heart of who is a Malay, and what is Malaysia.

In rulings in her case, civil courts said Malays could not renounce Islam because the constitution defined Malays to be Muslims.

About 60 percent of Malaysia's 26 million people are Muslims.

Because of the death threats, including some calls to hunt her down, Dawson said, he could not make her available for an interview.

Similarly, her fiancé had received death threats and was not prepared to be interviewed.
