Questions about a phrase for you which I considered while we were out driving today: To turn off on

If you turn off on,
Can you turn on off?
If off is off is on always on?
If you turn off, on and off
Then can you turn on, off and on?
Or is on always on and off being able to be turned on and off the submissive one to on?
Can you turn on to and use all those prepositions in a row..or can you turn onto around to on to?
