I'm very pleased that you have the time to read long books of history, so now relate what you read to this: It should be clear to anyone with a little power of reasoning that Hezbollah had turned southern Lebonan into a well armed camp. This is not how a country is supposed to be run. What specifically did you learn from understanding the Treaty of Westphalia that relates to this specific comment you made? What would be the result of applying what you read to the situation at hand?
