"Dead people" doesn't equal "war crime". If you go around intentionally massacring civilians than you have committed a war crime, but if you drop a bomb on a group of terrorist attacking American soldiers and a civilian gets hit by shrapnel and is killed, that isn't a war crime.

Nor would the dead UN observers who were murdered in cold blood on the orders of the Israeli Prime Minister.

It would be kind of hard for a fictional character to actually disagree, although I suppose in the fiction you are writing they could disagree. Since there are/were no dead UN observers who were murdered in cold blood on the order of Olmert, you are talking about fictional characters rather than real people.
