Hezbollah murders Lebanese citizens in a similar way that a criminal can be charged with "felony murder". If two criminals rob a bank, and criminal A shoots at the cops, and the cops shoot back and kill criminal B, criminal A can be charged with the murder of criminal B, as his illegal actions created the situation which caused the death to happen. With Hezbollah the situation is a little more like when a criminal shoots at the cops and a civilian gets caught in the cross fire. Even if it was the cops bullet that killed the civilian the criminal can be charged with murder.
