Yes but if you already have switched, then you have the right to make another offer. not only that but giving the nations supplying you favored nation status means that selling elsewhere is problematic. At the same time, it really is time the US concentrated on making itself less dependant. Having iraq or any other Persian Gulf state jerking your chain is stupid. There are easy ways around it, and could be in production for far less than the money you are sending in aid to the very people who are doing the Jerking.
