If you only have two parties that may be the case but obviously there are the neighbors and everyone else around who are involved. Not committed but definitely involved. AQ is currently an outsider to the 'laws' or agreements of the people with the most money and biggest guns. Hezbollah, OTOH, is handing out US greenbacks at aid stations in Beirut and being elected to the government. They appear to be mostly inside these days. If someone holds a gun to your head and says she's going to shoot you then you can kill them. It's still murder but the 'law' such as it is (and it's not very good much of the time) will let you go home. The keystone cops are human beings and very fallible. I suspect there are tons and tons and tons of criminal activity out there (say, in the oval office) which will never see the inside of a court room or a jail cell. The flip side is true as well where innocent people are sent to death row. Unless you're incapable of moving or stubbornly unwilling to move, you would STILL MOVE. Who is not holding direct, free and fair elections other than the US of A? You mean our 51st state Iraq? The Palestinians? The Mexicans? The Venezuelans? The people of Connecticut? The Lebanese? Who are you talking about now? why their people live in poverty, while their government pursues naked aggression against another country. You are talking about the Katrina victims and Dubyette aren't you ma'am.
