So when a drill sergeant makes the whole platoon do push ups because the mistakes of one soldier its an atrocity? If a principle gives a whole group detention because they won't say which one of the group violated the rules that's an atrocity? Nonsense. Collective punishment isn't always an atrocity.

Even more serious collective punishment isn't always an atrocity. You can argue about the justice of destroying the houses of suicide bombers but just or not its not an atrocity.

In any case I don't know why you are so focused on collective punishment anyway. The issue isn't really relevant to the recent war.
