I don't think that chart is from Rosenberg.

The NAHB index was in the 60s in 1986 - but the S&P 500 was only the in 200s. So that correlation only holds for a short period (the period shown) - and I don't think it is predictive.

Here is the long term NAHB data if you want to plot a longer term graph:
