Hizbollah was until the war the military presence in southern lebanon. They provided housing, and social assistance to the citizens of South Lebanon. They hold a place in the general government of Lebanon, and they banned the Lebanese army from the area. members of Hizbollah are also members of Lebanon Thus in fact Hizbollah was in charge in south Lebanon, not the Lebanese government as you cannot govern what you cannot rule. So Israel was attacking the de facto government of South Lebanon, the occupying force Hizbollah.
